A heritage centre in Bolton, Lancashire may be forced to close because its exhibitions are placed in front of some radiators. Horwich Heritage, which is owned by Bolton Council and leased to Horwich Town Council, has been under-fire from the town council after a proposal was submitted to remove exhibition displays that were too close to column radiators. The town council and management committee said that the radiators had been boxed in and that no permission had been granted to do so.
Now the health and safety fears are threatening the closure of the centre which has been dubbed as the jewel in the crown of Horwich. Essential repairs are needed to the heating system and there is concern that boxing in the vertical radiators may possibly quash the insurance policy.
Stuart Whittle, the chairman of conservation group Horwich Heritage, has criticised the complaint arguing that the exhibits can be easily moved to provide access and that there is no need for a complete removal and reorganisation of the displays. Presently, volunteers run and operate the centre and visitors can see photographs of the complex from its heyday when it was formed in 1984.
